Matthew "Mal" Richardson, City Attorney

Matthew “Mal” Richardson assists both private and public clients in transactional and litigation issues in municipal government, land use, and environmental law.  Mr. Richardson has served as Deputy and Assistant City Attorney for numerous cities throughout southern California.  He currently serves as Assistant City Attorney for the cities of Lake Forest, Azusa, and Mammoth Lakes, overseeing the cities’ planning and land use issues, and providing advice on all aspects of municipal law.  Mr. Richardson has expertise in the California Environmental Quality Act, the Planning and Zoning Law, the Subdivision Map Act, Civil Rights Laws, the Political Reform Act, the Brown Act, development agreements, and other legal issues regularly confronted by municipalities and those who deal with municipalities.  Mr. Richardson received his law degree from University of California at Los Angeles and received graduate and undergraduate degrees in Comparative Literature from Brigham Young University.

The City Attorney defends or prosecutes legal actions in which the City is involved; prepares and reviews ordinances, resolutions, contracts, opinions, litigation and other related documents; apprises City officials of changes in statute or case law for the purpose of providing legal advice and ensures that City activities comply with all pertinent laws. The City Attorney attends all City Council, Redevelopment Agency and Planning Commission meetings.
